Why Colorado Agriculture Should Care About Fuguitive Natural Gas Emissions

Earlier this year the Climate Change Program Office – Agricultural Research Service of the United States Department of Agriculture released a report, "Climate Change and Agriculture in the United States: Effects and Adaptation" .  The report was the first, comprehensive report on the effects of a changing climate and the need to address adaptation and mitigation strategies.

Climate change poses unprecedented challenges to US agriculture.  In Colorado we've witnessed extreme droughts in the southeast over the past decade; our farmers in the northeast are challenged with diminishing water flows in the Republican River.  As a result, large tracts of irrigated land are being retired; Bonny State Reservoir has been drained.  On the west slope, predictable timing of runoff poses increasing challenges to agriculture – while they wrestle with many demands downstream for the water. The Ogallala Aquifer, once the worlds largest underground source of water trapped millions of years ago is now in what many describe as 'the fourth quarter'. 

While carbon dioxide emissions is the pollutant, as determined by the United States Supreme Court in 2007, that enjoys the bulk of media attention – there is another gas more potent, and increasingly playing a role in the Colorado air quality challenges:  methane.  In particular, fugitive methane emissions from Colorado's natural gas industry and coal mines.

A recent study completed by USDA-ARS, "The Effects of Ozone Air Pollution on Plants" determines that increased levels of ozone has a dramatic effect on crop production when the concentration increases beyond certain levels. For Colorado agricultural producers, the results of the study should elicit a policy response: winter wheat, the predominant crop in eastern Colorado, begins to see production degradation at 40 parts per billion [ppb] Ozone; corn production is negatively affected above 55 ppb.  Our entire state now experiences ozone levels above 55; the Front Range corridor is in a 'red zone', and according to the report is likely suppressing corn yields by 10%.

10% yield reduction on our Front Range corn production? That doesn't really sound like too big a deal, yet in Weld County alone a 10% reduction in yield in today's market is costing Weld County agriculture $12 million in lost production.  Colorado winter wheat production in 2013 was projected at only 49,500,000 bushels (based on the USDA’s estimate of yield on July 11, 2013, down 33 percent from 73,780,000 bushels produced last year, and down 31 percent from the 10-year average crop of 71,978,000 bushels.  A 10% degradation in state-wide wheat production attributed to increased ozone levels may have cost Colorado producers an estimated $24 million.

As we address the issue of fugitive methane emissions from Colorado's fossil fuel production, we must account for the cost of not capturing those emissions in their totality.  To date, our agriculture community has been nearly absent from this discussion. It's time to bring the two state agricultural organizations to the table; scientists from CSU and USDA-ARS should also contribute to the discussion.  Our complacency in the climate change discussion is affecting our bottom line; the support for a regulatory framework that eliminates these fugitive emissions is both in our best economic interest and economically and technologically feasible.

Representative John Culberson of Texas said that as he and his colleagues were clamoring for a vote, he shouted out his own encouragement. “I said, like 9/11, ‘Let’s roll!' [Pols emphasis] ” That the Senate would almost certainly reject the health care delay, he added, was not a concern. “Ulysses S. Grant used to say, ‘Boys, quit worrying about what Bobby Lee is doing. I want to know what we are doing.’ And that’s what the House is doing today, thank God.”

Because when you invoke 9/11 and the Civil War at the same time, you surely must mean business.

House Republicans will vote to pass a one-year delay of Obamacare in exchange for funding the government, a plan that drastically increases the chances of a government shutdown this Tuesday.

The decision was announced by the GOP leadership in a closed meeting Saturday afternoon, according to sources present. Republicans will also pass a bill to fund U.S. troops if the government shuts down, according to GOP lawmakers. The House’s funding measure will keep the government open until mid December…

“We’ve had enough of the disunity in our party,” Majority Leader Eric Cantor (R-Va.) told the meeting of House Republicans Saturday afternoon. “The headlines are Republicans fighting Republicans. This will unite us. [Pols emphasis] This protects the people who sent us here from Obamacare.”

Speaker John Boehner (R-Ohio) and his leadership team on Thursday tried to round up votes for a bill that would tie a debt-ceiling increase to a wish-list of Republican priorities. But conservatives balked, forcing GOP leaders to postpone a vote on the bill.

The National Review reported Friday that Cruz and his allies had met with House conservatives on Thursday and urged them to oppose Boehner’s move to push a fight over the healthcare law to the debt ceiling.

?We haven't yet heard if any Colorado movers/shakers were in that meeting, but here's looking at you, Cory Gardner.

To be honest, given the much more dire consequences of a default on the nation's debt–even the discussion of it–than a government shutdown, steering away from that particular battleground could be a smart strategic decision by Sen. Ted Cruz. But the fact remains that Republicans are apparently not anywhere near agreement even amongst themselves as they clamber on in pursuit of what Colorado Rep. Doug Lamborn describes as "the Holy Grail" of killing President Barack Obama's eponymous health care reform law. Polling shows that Sen. Cruz's 21-hour "pseudobuster" this week was seen by many more Americans as a useless stunt than an effective action. Polling also shows that even Americans who are uneasy about Obamacare do not want the government shut down in order to stop it. And the additional leverage that Speaker John Boehner seeks in holding the so-called "debt ceiling" hostage is directly the result of the even greater harm that would be done if Republicans don't get their way.

A Few Words About Rep. Cory Gardner’s Health Insurance

FRIDAY UPDATE: Rep. Cory Gardner on CNN's Crossfire last night, Stephanie Cutter grilled him on his claims of a massive premium increase for a "comparable" plan to his current $650 per month family policy:

We wish Cutter had zeroed in on Gardner's claim about his "100 percent increase" right at the end–he mentioned his current $650 monthly premium, but it doesn't get explored before Rep. Keith Ellison interjected with discussion of rates in Minnesota. Cutter does point out that rates in Gardner's district for a family policy, especially once subsidies are factored, are distantly below the figure Gardner claims he must now pay for "comparable" coverage to his current plan. Nobody we've talked to has been able to reconcile Gardner's shocking claim of well over a 150% increase, mostly because Gardner hasn't supplied enough information about either his existing plan or its supposed replacement to make that possible.

But as the Colorado Independent's Mike Littwin opines today, that might not be the point.

Cruz claims Obamacare has already been a disaster for America, even though it has barely begun. Rep. Cory Gardner claims Obamacare has robbed him of his insurance, although he refuses to give out any details. This is the paranoid world of GOP political theater.

It would be nice if reporters would make Gardner prove what he's asserting and nobody can reconcile, but even if they don't, his claims will be validated by his constituents as the Affordable Care Act takes effect, or proven false by them. We wouldn't wish the horror story Gardner describes on anybody, but it just doesn't add up. What's more the ACA is having lots of positive effects right now that his constituents can see with their own eyes.

Whichever way it comes out, we hope the truth about Gardner's health insurance claims gets as much attention as Gardner is getting right now with his insistence that the sky is falling. Original post follows.

The latest cause célèbre in the debate over the Affordable Care Act, a.k.a. "Obamacare," concerns a dramatic claim being made by GOP Rep. Cory Gardner about his own family's health insurance. As the Colorado Independent reports:

Colorado Republican Congressman Cory Gardner has been railing against the law since before it passed. Two days ago, he wrote an op-ed for the Colorado Springs Gazette about how he never accepted federal employee health benefits when he went to Washington in 2010 and now his family’s private insurance plan has been cancelled because of “the myriad new regulations, requirements and mandates of the president’s health care law.” Gardner doesn’t offer any details about the provider or the plan nor any specifics on why it got canceled. He wrote that, if he decides to stick with his provider, he’ll have to pay more. He doesn’t say whether he can now find a better plan at a lower rate somewhere else or if he’s even tried. Righty blogger Michelle Malkin reported yesterday that Gardner is carrying the policy cancelation letter around with him as a prop…

When I was elected to Congress, I chose not to enroll in the Federal Employee Health Benefits program that is available to Members of Congress and their staffs. Instead, I purchased insurance from the private market because I wanted to be enrolled in the same health insurance network that all Coloradans have access to. It's the same type of plan that many of my friends and neighbors in Yuma and across Colorado have…

Recent analysis has shown that average premiums in Colorado for the individual market will increase between 23 and 25 percent. Moreover, premiums are expected to increase by 17 percent in the small group market. After my current plan is discontinued, the closest comparable plan through our current provider will cost over 100 percent more, going from roughly $650 a month to $1,480 per month. [Pols emphasis]

Let's unpack the things we know and don't know about Gardner's claim that his insurance premium will increase from $650 per month to nearly $1,500 per month. Talking with health insurance experts–who we'll disclose do support Obamacare–the first thing they question is the strikingly low figure for Gardner's "existing" insurance relative to what he claims he'll have to pay for an "equivalent." According to this study from the Kaiser Family Foundation, the 2013 average for an employer-based family health insurance total premium is over $16,300 per year. With that in mind, Gardner's current $650 monthly non-group premium for his family of four could be considered abnormally low–and that's before we learn any details about coverage, deductibles, and other considerations that Gardner has not bothered to disclose.

And that's where Gardner's grandiose claim of this massive increase gets really dubious. Was Gardner's old health insurance a high deductible "catastrophic" insurance plan? Did it not include some (or any) of the "essential health benefits" mandated by the Affordable Care Act, such as lab tests or mental health services? We don't know any of those details, but for determining the truth behind Gardner's allegation, those details are absolutely vital.

Gardner makes much of a claim by Barack Obama during the debate over health care reform that people could "keep" their existing plans. In the text of the law, this refers to "grandfathered" plans that existed before March 23, 2010, and they have to provide enough coverage (no lifetime caps, coverage of children until age 26, etc.). If they don't? Well, they're part of the problem we're solving with health care reform, and that's why better plans are about to be made available through the exchange. What's more, a large percentage of Gardner's constituents are going to get help paying for insurance bought through the exchange–admittedly not Gardner, whose congressional salary of $174,000 per year makes him ineligible for help. Bottom line: In Gardner's op-ed, he quotes "estimates" from sources unknown that premiums "individual market will increase between 23 and 25 percent." The Congressional Budget Office originally estimated more in the neighborhood of 10-13%, and that's before the subsidies for an estimated 57% of policyholders kick in. Some newer studies indicate the predicted rates of increase under Obamacare have been wildly overblown. Above all, no one can show us any rational figures that reconcile with Gardner's claim of an over 100% increase for the "closest comparable" plan. Until Gardner is willing to open the proverbial books and show precisely what the apples-to-apples differences are between his existing plan and his "equivalent" new one, we're just not buying any of this–and reporters need to ask Gardner for the proof.

Republicans vs. Republicans, Round (Infinity)

As CNN reports, last Friday's vote by House Republicans to defund Obamacare as part of the budget battle turned out (surprise!) to accomplish absolutely nothing (again):

In a congressional version of hot potato, the Senate on Friday passed a short-term spending plan that would prevent a looming government shutdown and sent it to the House for a weekend showdown between Republican tea party conservatives and their more moderate party leaders.

The 54-44 vote on strict party lines came after Senate Democrats pushed through an amendment to restore funding for Obamacare that House Republicans had eliminated in their version of the spending measure, which would prevent the start of a government shutdown on Tuesday.

Now House Speaker John Boehner must decide whether to urge his divided Republican caucus to vote with Democrats to pass the Senate plan, or yield again to a hardline conservative wing that demands making continued government funding contingent on undermining Obamacare.

Pundits from both sides of the political aisle have been saying for weeks that Republicans will be blamed in the event of a federal government shutdown. Everybody knows it — even House Speaker John Boehner knows it — which is why the Senate spent little time pondering the House version of a spending bill and just sent back something realistic instead.

Oh, and remember Sen. Ted "Green Eggs and Ham" Cruz and his lame filibuster attempt?

The Senate began its votes Friday by easily overcoming a filibuster led by GOP Sen. Ted Cruz of Texas against the spending plan.

Congressional Republicans really have no good options here. Either they pass the Senate plan and step out of a debate they'll never win with the public, or they continue to appease the Tea Party and hard-right conservatives, which causes significant damage to Republicans who aren't even in Congress. But it would set the stage for an even more nerve-racking deadline on Oct. 17, with conservatives using the threat of the nation’s first default on its debt to force the president to accept a one-year delay of the health-care law’s mandates, taxes and benefits…

Obama said he would not negotiate delays or other changes to the law as part of budget talks or the debt ceiling process, saying “the Affordable Care Act is here to stay.”

Economically, the consequences of Congress refusing to raise the so-called "debt ceiling" would be far greater than the impacts of a government shutdown. The last major impasse over raising the debt ceiling in 2011 was extremely costly to Republicans politically, helping sink already-dismal approval ratings for Congress in truly unprecedented territory. Each episode helps convince undecided voters that Republicans, as a party, are more interested in ideological fits of pique than governing–and risking the nation's credit rating is just not a responsible thing to do.

But if that's the road Republicans want to go down again, they'll have no one to blame but themselves when–and not if–it blows up on their faces as it did two years ago.

Critical Fundraising Deadline on Monday

The deadline for 3rd Quarter political donations is Monday, and while we likely won't start hearing about Q3 totals until mid-October, we can still look ahead at which candidates are under the most pressure to show a strong three months.

Because of the holidays and the general lack of interest from non-politicos at such an early point in the campaign season, the fourth quarter of an off-year in politics is usually about as quiet as it gets for fundraising. That leaves Q3 as the best barometer of a candidate's strength heading into an election year. As we've said time and time again in this space, the amount of money a candidate raises early-on is strongly correlated to how well they are likely to perform in November. Why? Because big donors write big checks to candidates that look like winners; sure, people write checks for other reasons, but there's a reason that 2010 Republican Gubernatorial nominee Dan Maes had a hard time finding two nickels to rub together.

Early fundraising figures are a great indicator of the strength of a candidate's base of support, and they also provide hints as to how a particular race is going to shape out in the end. Candidates who don't raise a lot of money early in the process don't usually end up hitting financial home runs as Election Day gets closer. Strong fundraising numbers can hold off potential primary challengers, while weak performances can bring out the wolves. With all this in mind, we take a look at the candidates to watch as Q3 comes to a close.

U.S. Senate
Incumbent Democrat Mark Udall is sitting on a warchest of about $3.5 million already, and he won't have trouble increasing that total. For the three Republican candidates, however, the Q3 filing period is the first opportunity to get a look at their fundraising abilities.

Republican Owen Hill has a lot riding on Q3. He stayed in the race for the GOP nomination after Ken Buck decided to give it another shot, and he needs to show that he has the ability to raise serious money if he wants to remain a real contender. If Hill's numbers are weak, he's going to start getting a lot of phone calls from Republicans encouraging him to drop out of the race. For comparison's sake, when Buck ran for Senate in 2010, his first quarterly report (Q2, 2009) showed about $333k in contributions — and Buck didn't have the entire quarter to raise money since he didn't file until mid-April. The numbers are even higher for 2014;  both Andrew Romanoff and Mike Coffman raised more than $500k in Q2 for one congressional district. Because of those numbers, and because Buck is considered the frontrunner for the GOP nomination, Hill probably needs to show at least $500k in order to remain truly competitive.

For Republican Randy Baumgardner and his mustache, the milestones are a bit different. If Baumgardner can show about $500k in contributions, he instantly becomes a viable candidate and will start getting a lot more return phone calls. We'd call that scenario unlikely, so the goal for Baumgardner is probably to show enough fundraising ability to allow him to continue playing Senate candidate for another 3-6 months while he raises his profile among Republicans for another day. Anything less than $100k should put an end to Baumgardner's 2014 effort.

Governor
Incumbent Democrat John Hickenlooper is going to raise a lot of money — he's proven as much on many occasions, so we'll learn little from anything short of a complete dud of a quarter (less than $100k).

Republican Tom Tancredo is the only one of the three GOP contenders to have been in the race long enough to go through a complete three-month quarter, so his fundraising totals will be difficult to spin if they aren't strong. Tancredo was the first Republican in the race, but he's been pretty quiet since formally entering the field in May. Plenty of people will be looking at his report to see just how serious Tancredo is taking the race for Governor. Tancredo only has about $30k in the bank as of July, so he needs to show at least $200k from Q3 in order to keep Republicans from turning their focus toward Scott Gessler and Greg Brophy instead.

Gessler's Q3 report will be a little misleading, since he can transfer funds from his account for Secretary of State (which he kept open while pondering an "official" run for Governor). Perhaps the most interesting numbers to see will be those of Brophy; he won't be reporting a full quarter, since he didn't file his paperwork to run until July, but we should get a sense of the "low-hanging fruit" that will form the base of Brophy's support. For Brophy, total figures will matter less than who is donating to his campaign; he needs to show that some big-name, big-money backers are willing to put their checkbooks behind him.

Attorney General
There are a lot of questions to be answered in this race, and the Q3 reporting should provide plenty of answers. This will be our first real chance to see what Republicans Cynthia Coffman and Mark Waller can raise as top-tier candidates. Can Coffman raise enough money to run a competitive race while her husband, Mike, is making the same phone calls? Are there enough big donors willing to write max checks to two Coffmans? Does Waller have the ability to produce the kind of fundraising numbers that can force a serious, all-out primary with Coffman?

On the Democratic side, this is a pivotal moment for Don Quick. With one and a half fundraising periods under his belt, Quick's warchest has yet to pass the $100k mark. Democrats have been rightly concerned about his ability to run a serious statewide campaign, and a poor Q3 could prove disastrous for 2014. A weak Q3 could have Democrats looking for another candidate to run for AG, but Quick might also find that big-money Democrats just decide to focus their money and attention somewhere else instead. In 2010, Democrat Stan Garnett didn't enter the race until April, and he was running against incumbent Republican John Suthers. Garnett lost that race, but he still managed to raise about $440k in seven months. With no Democratic opposition and an open seat in front of him, Quick is out of excuses if he can't show a bare minimum of $100k raised in Q3.

State Treasurer
We know that incumbent Republican Walker Stapleton can raise money (critics will say fundraising is about all he's good at), so there's little intrigue here. The Q3 excitement will fall primarily on the Democratic side, where Betsy Markey gets a chance to show if she still has the fundraising ability that she proved in her 2008 and 2010 campaigns in CD-4. Broomfield Mayor Pat Quinn, meanwhile, needs to prove that he can either a) raise significant money, or b) is willing to self-fund to a serious degree. A poor Q3 report for Quinn should all but guarantee that Markey will be the Democratic nominee.

Secretary of State
Democrat Joe Neguse could see his entire 2014 history play out based on what he reports in Q3. With Gessler running for Governor rather than re-election, Republicans are waiting to see if someone like Jefferson County Clerk and Recorder Pam Anderson will jump in the race. Republicans want to keep this seat, but if Neguse can come out of the gates with an impressive Q3 report, top-tier GOP candidates might think twice about whether this is a race they want to run. If Neguse can show more than $125k, he'll have a lot of momentum heading into 2014. Anything less than $100k, meanwhile, should guarantee that someone like Anderson will be joining the field (though that might already be a foregone conclusion).

CD-6
This is the only competitive 2014 congressional race thus far, but oddly enough, the Q3 reports won't matter much unless either Romanoff or Coffman report a sizable drop from their prior fundraising efforts. As one of the top races to watch in the country in 2014, there will be no shortage of money funneled into third-party advertising for or against both candidates. Both candidates will likely report numbers in the $500k range once again, and both candidates will push on ahead trying to do the same thing in Q4. This is one Colorado race that won't be decided by money, because everybody is going to have plenty to throw around.
