Rick Perry's famous Oops Moment would hurt Perry himself, because it made him look so stupid, but I really thought the substance of Perry's incomplete thought–that is, which federal departments should be shut down–would become more of a recurrent theme in conservative GOP primary circles. </P><P>I mean, it separates you from the crowd: Shut down the Commerce Department! The Education Department! </P><P>This comes up, just not so often. </P><P>For example, in a recent appearance on KLZ 560-AM's new "Wake Up" show with Randy Corporon, Rep. Tom Tancredo, who's running for governor, boasted about his efforts, when he was a regional director of the U.S. Department of Education, to shut down the Department of Education: </P><BLOCKQUOTE readability="30"><P><STRONG>TANCREDO</STRONG>: I was elected to the State Legislature in 1976, re-elected two more times. I was appointed by Ronald Reagan to run the U.S. Department of Education’s regional office here, in Colorado – six state region. I did that for him and Bush I [one]. <STRONG>Our purpose was to try and implode the whole thing,</STRONG> because we wanted to get the federal government out of education, as much as possible. Some of those people were working there, [but] not many. We pointed this out, again, when radio talk show host Peter Boyles used a photoshopped image from a moment during which elected officials were greeting each other somberly after the Aurora theater Shootings. </P><P>The right-wing outlet "The Daily Caller" is attempting to drub some kind of scandal into Sen. <STRONG>Mark Udall's</STRONG> research into claims that hundreds of thousands of Coloradans received incomplete notices about changes resulting from Obamacare — a "scandal" that has already been debunked as nonsense on numerous occasions. </P><IMG class="size-medium wp-image-53731 wp-caption alignright" title="Sen. We had heard the possibility that <STRONG>Tom Tancredo</STRONG> might bypass the caucuses with a petition drive, and this announcement would appear to confirm that rumor as well. The story infers that the petition gatherers in question, fresh off the petition campaign to recall <STRONG>Evie Hudak</STRONG>, aren't being paid, but we haven't confirmed that. </P><P>With one of Hill's U.S. Senate primary opponents, <STRONG>Amy Stephens,</STRONG> also ditching the caucuses to petition directly to the ballot, the GOP's formerly important assembly selection process appears less meaningful than ever in 2014. This illustrates a difference between former GOP chairman <STRONG>Dick Wadhams</STRONG>, who zealously defended the caucuses and penalized candidates who didn't participate, and current GOP chairman <STRONG>Ryan Call</STRONG>, who sheepishy says both</EM> means of getting on the ballot are "legitimate." The truth is, Call would probably be closer to Wadhams' position if he had the power to enforce it. Even though Colorado's health insurance exchange appears to be working well after a rough start, and was supported by business interests across the state in addition to Democrats, its origins as a key part of the <STRONG>Affordable Care Act</STRONG>, a.k.a. Obamacare has made the insurance exchange a critical liability for Stephens with GOP primary voters. </P><P>And as Tomasic of the Independent</EM> reports, "Amycare" isn't the only base relations hurdle for Stephens: </P><BLOCKQUOTE readability="23"><P>It’s in [the context of "Amycare"] that, when Udall announced at the end of last year that he had helped negotiate the end to the rough eight-year battle around the U.S. Army’s proposal to expand its Pinon Canyon training site in southeastern Colorado, the Stephens campaign must have breathed a sigh of relief. Because, as far as conservative Colorado voters go, Stephens was on the wrong side of that litmus-test issue, too. </P><P>Ranchers have worked the wide brushland around Pinon Canyon for generations. And for nearly a decade, they watched with grave concern and growing anger as the Army sought to acquire enormous swaths of the area for its expansion plans. The ranchers had good reason to be wary. </P><P>The existing 240,000-acre maneuvering ground was seized by the Army in the 1980s through eminent domain from residents who refused to sell. It was a bitter pill to swallow at the time but it seemed only an early small dose of a larger toxic prescription when in the mid 2000s the Army floated a proposal to gobble up 7 million more acres and establish the largest training site in the country. The plan would have bought out or seized acreage from an estimated 17,000 landowners, according to government documents… </P><P>State legislators introduced bills aimed at prohibiting the Army from using eminent domain to condemn and seize land around the site. In 2009, a bill to prevent the state from even leasing land in the area split Republicans at the capitol. <STRONG>Stephens, an El Paso Republican, was one of only 17 members of the House to vote against the bill. [Pols emphasis]</STRONG> </P></BLOCKQUOTE><P>Tomasic cites the example of then-GOP gubernatorial candidate <STRONG>Scott McInnis</STRONG>, who also sided back in 2009 with El Paso County military supporters against landowners in southeast Colorado to support the expansion of Pinon Canyon. We took note of McInnis' choice of the Army over private property rights at the time, and McInnis' primary opponents hammered him over the issue with Republican voters. Local voters in turn promised to never support McInnis. And this 2009 vote wasn't the only stand taken by Rep. Stephens against landowners in Pinon Canyon. In 2007, Stephens was one of just a few representatives to vote against <STRONG>House Bill 07-1069</STRONG>, a bill withdrawing the state's consent for Pinon Canyon to expand. That bill was signed into law by Gov. <STRONG>Bill Ritter</STRONG>. </P><P>Last November, incumbent Democratic Sen. <STRONG>Mark Udall</STRONG> took action to end concerns over the expansion of the Pinon Canyon Maneuver Site for the long term. From his statement: </P><BLOCKQUOTE readability="12"><P>Mark Udall, who serves on the U.S. Senate Armed Services Committee, and Assistant Secretary of the Army Katherine Hammack announced today that the U.S. Army will not seek to expand the Pinon Canyon Maneuver Site and will withdraw its request for a land acquisition waiver that had been a longstanding concern for area residents. The Army's decision followed a request by Udall to study the issue and ends years of uncertainty over the possibility that the Army would expand its footprint at the site. The announcement came as Udall, Hammack and southern Colorado leaders met today following months of negotiations. </P><P>"This announcement is a win for Southern Colorado ranchers and residents who have long worried that they could be displaced from their land if the Pinon Canyon Maneuver Site were to be expanded. It's also helpful for Fort Carson soldiers who need assured access to the existing maneuver site to prepare for combat. And by proving that we can put aside our differences to resolve controversial issues for the good of all, it's a big win for Colorado," Udall said. </P></BLOCKQUOTE><P>Sen. Udall's actions have by all accounts settled the issue of Pinon Canyon for the foreseeable future, and on the side of landowners who made their cause a focus for property rights supporters across the state. Outside the military bastion of El Paso County, property rights are sacrosanct among conservative Republicans. There is a strong crossover between private property rights activism and conservatism, so much that even ex-Rep. <STRONG>Marilyn Musgrave</STRONG> and her successor Rep. <STRONG>Cory Gardner</STRONG> have fought the Army over Pinon Canyon. In 2010, Beauprez floated his name unsuccessfully as an alternative to the collapsing GOP gubernatorial campaign of <STRONG>Scott McInnis</STRONG>. Beauprez likes to tell people that he's "got another rodeo" in him, but at 65, the hard truth is he probably doesn't have very many</EM> such rodeos, and if he's going to take another shot at high office it honestly does need to be soon. </P><P>So one can understand his interest in 2014–which he expressed as far back as last summer, though nothing came of that round of "buzz." It's much less clear today how Beauprez builds goodwill by <STRONG>disparaging the entire Republican gubernatorial and Senate primary fields</STRONG> this far into the race. It's not that we disagree with the premise that these other campaigns have so far failed to thrive. With <STRONG>Ken Buck</STRONG> and <STRONG>Tom Tancredo</STRONG> topping the polls in the Senate and gubernatorial primaries, it's pretty obvious that bellicose Republican rhetoric hasn't been met with a plan to actually win elections. </P><P>But with all due respect to "Both Ways Bob," who has given us much great material over the years, he's not their savior either. Kathleen Curry.</P><P>The Coloradoan and the Herald reported last week that the 10th Circuit Court of Appeals has ruled in favor of La Plata County Commissioner Joelle Riddle and, by extension, former State Representative Kathleen Curry of Gunnison in their suit challenging Colorado's campaign finance limits. </P><P>In 2010, Curry ran a write-in campaign as an independent candidate. The fact that she was having to run as a write in is yet another form of discrimination against independent candidates, but that's a separate issue. </P><P>The case involved Colorado's limit of individual contributions of $200 per election. If that number seems wrong to you, it's because that number raises to $400 if you are running as a Democrat or Republican, since you might have a primary, (but probably won't). </P><P>In the 2010 election, despite running as a write in, Curry lost by only 359 votes. If she had been able to raise double the money, like each of her opponents, she certainly could have won. </P><P>In the review of the case, 590 State House and Senate candidates from the Dem and GOP parties were examined and it was determined that only 63 of them had actually faced a primary challenge. Yet, all of them had been allowed to collect twice as much per individual donor and to use all of that money during months immediately before the general election. </P><P>Colorado will now be forced to rethink it's campaign finance laws. One proposal is to copy the federal law and require separate accounts for primary and general election funds, and prohibit primary funds from being spent after the primary election date. Another option is to simply drop the charade of primary vs general funds and just let all candidates collect up to $400 regardless of party affiliation.
